QUESTION FROM AN APPLICANT: We have worked with a very reputable contractor on many projects at our site over the years. They are trustworthy, very reasonable cost-wise, and we have developed a strong relationship. I have no doubts they will give us the best deal. Do I still need to seek out a second quote from another vendor?
ANSWER: Since these are state funds (from the Environmental Protection Fund), it is a requirement on behalf of the state to obtain at least one additional quote should the amount exceed $5,000. It is best practice to show that you did your due diligence to seek out the best options including vendors you may not have worked with before, MWBE businesses, local or non-local, etc. Choosing the lower quote is not mandatory, but we advise you to describe why you may have chosen the higher quote--in your case "a strong past relationship"--or decided to go with one over another. Your description will help our reviewers to understand that your decision was well thought out and planned for the project. |
